New Publics
What used to be considered a single public, has become a multitude of publics. In a network society, political debate and political action no longer have their obvious center in parliament, the constitution, a small number of parties, or a relatively few mass media. Public dialogue and participation cut across these classic institutions, presenting them with new challenges as well as possibilities.
